Executive Summary

This proposal seeks ministerial correction of a zoning irregularity affecting the privately held land at 7 Cullen Court, Spotswood, which was mistakenly zoned TRZ2 – Principal Road Network without the required Clause 23 consent.

As the registered landowners representative (I am Faye Maree Towson's son Clarke), I am formally inviting the relevant Ministers to restore proper zoning and governance to the site — a move that will preserve public trust in Victoria’s planning framework.

Either MUZ or a tightly scoped SUZ Schedule offers a politically and administratively safe off-ramp from the TRZ2 anomaly, restoring Council governance while preserving community-friendly use of the land. I am happy to work with The Hobsons Bay Council to help develop the zoning schedule.
2. Apply Overlay if NeededApply overlays to preserve any transport-adjacent sensitivities
3. Recognise Lawful UseAllow for continued use of the site for vehicle parking and trailer hire under Section 6(3) protections
4. Issue Public StatementAcknowledge the anomaly and the corrective action to rebuild public confidence
5. Invite Voluntary Website RedactionsPolitely request I redact sections post-rezoning — I will gladly comply in the spirit of civic cooperation
